Who we serve

State Agencies

Departments and boards with large caseloads, legacy systems, and statewide procurement rules.

The environment

State agencies run some of the largest and oldest application portfolios in the public sector: eligibility and benefits systems, licensing and regulatory platforms, tax and revenue systems, and case management for courts, corrections, and social services. Many were built decades ago and are now being modernized under multi-year programs with federal cost sharing and oversight.

Procurement is governed by state statute and central procurement offices. In California, that means the Department of General Services, statewide contracts such as CMAS, and project approval processes administered by the California Department of Technology for larger IT projects.

Where HQT fits

  • Software modernization. Incremental replacement of legacy applications, API layers over mainframe and client-server systems, and modern web front ends for staff and the public.
  • Cloud and infrastructure. Landing zones, migrations, and cost management aligned to statewide cloud policies.
  • Data and analytics. Data platforms, dashboards, and reporting for program management and legislative oversight.
  • Cybersecurity. Assessments and control implementation aligned to state security standards and federal requirements such as IRS Publication 1075.
  • Advisory. Requirements, independent verification and validation, and owner's technical representative services on large procurements.

How we engage

State agencies reach HQT through a prime contractor on a large program, through a direct purchase for a well-scoped effort, or through a solicitation. HQT positions itself for the technical work packages where its practitioners add the most value.
