Who we serve

County Governments

Health and human services, public safety, courts, elections, and property systems at county scale.

The environment

Counties deliver state and federal programs locally: public health, behavioral health, social services, the sheriff and jail, courts support, elections, property assessment and tax collection, and regional public works. Their IT departments support dozens of departments with very different needs, from CJIS-governed systems to HIPAA-covered health records to election systems under intense public scrutiny.

County procurement is set by county code and a board of supervisors, with purchasing thresholds and cooperative purchasing policies that vary by county.

Where HQT fits

  • Integration. Counties have the most systems and the most need to connect them: health and human services, justice, property, and finance.
  • Data platforms. Consolidated reporting across departments for the board, grant reporting, and public transparency.
  • Public safety software. CAD and RMS integration, jail management interfaces, and analytics for the sheriff's office.
  • Cybersecurity. Assessments and CJIS, HIPAA, and election security support.
  • Web and online services. Resident-facing services for permits, records, payments, and appointments.

How we engage

County engagements often begin with a departmental need that the central IT department sponsors. HQT works within county purchasing rules, whether that is a direct purchase under threshold, a response to a solicitation, or a subcontract to an existing county vendor.

See the articles on cooperative purchasing, CJIS compliance, and health and human services data in the Articles section.
