Capability

Data & Analytics

Data platforms, reporting, GIS, open data, and machine learning aligned to public-sector AI guidance.

Overview

Agencies collect enormous amounts of data: permits, service requests, dispatch records, meter reads, budgets, inspections, and more. Most of it sits in separate systems that do not talk to each other. HQT's data specialists build the pipelines, warehouses, and reporting that turn that data into something staff and the public can use.

We also help agencies approach machine learning and artificial intelligence responsibly. That means clear use cases, documented models, human review of consequential decisions, and policies that satisfy public accountability expectations.

Where we help

  • Data warehouses and lakehouses that consolidate operational systems
  • Data governance, quality, and lineage
  • Dashboards and reporting for management and elected officials
  • Open data and transparency portals
  • Geographic information systems and spatial analytics
  • Machine learning, computer vision, and language models for defined agency use cases
  • Responsible AI policy and documentation

How we approach it

We start from the questions leadership actually needs answered and work backward to the data required. Pipelines are built to be maintainable by agency staff, and every dashboard has an owner and a definition for each number on it.

Frequently asked questions

What is the first step toward better reporting?

Agreeing on definitions. Most reporting problems come from different reports calculating the same measure differently. We start with a metric dictionary and an owner for each measure, then build the platform and dashboards on that foundation.

Can you work with data from public safety, health, or human services systems?

Yes, with the handling those data require. The platform design separates and protects regulated data while allowing aggregate reporting, and we document the rules for each dataset.

Do you build machine learning models for agencies?

Yes, for defined use cases with measurable outcomes. Every model ships with a model card, validation and bias testing results, monitoring, and an operating procedure that keeps a person responsible for consequential decisions.

How do you approach generative AI?

Grounded in agency sources with citations, evaluated against real examples before deployment, logged for audit and public records, and hosted within an approved boundary for sensitive data. We do not deploy open-ended generation for consequential tasks.

Which tools do you use for dashboards?

Power BI, Tableau, and open-source alternatives, depending on the agency's licensing. The governed data platform underneath matters more than the visualization tool.
