This role sets the technical approach on engagements and in proposals, and then stays with it. Architecture here is not a diagram handed off at award; it is a position you defend in front of a customer and live with through delivery.

What you will do

Develop technical approaches for agency engagements and for proposals, including the parts that must be honest about risk.
Produce architectures and estimates that reflect what delivery will actually take.
Lead technical discovery, usually two to four weeks, ending in deliverables that de-risk the larger project.
Advise agencies independently, including when the answer is that they do not need what they asked for.
Work with the proposal team on solution narrative and the technical volume.
Stay engaged through delivery so the approach is tested rather than assumed.

What we are looking for

Eight or more years in software, cloud, or systems engineering, including time leading technical direction.
Breadth across application, data, infrastructure, and security concerns.
Estimation that has been checked against outcomes.
Ability to present to a technical audience and to a council or board.
Writing that can carry a technical argument on paper.
Willingness to say no to work HQT should not take.

Helpful to have

Public-sector delivery and procurement experience.
Prior owner technical representative or independent oversight work.
Experience with a system replacement crossing multiple departments.
Teaming experience with prime contractors.
