Advisory and Corporate
Bid and Proposal Specialist
Run the bid calendar and produce compliant, readable responses to public solicitations.
Public solicitations are won or lost on compliance before they are judged on quality. This role owns the mechanics: finding the opportunities, tracking the deadlines, building the compliance matrix, and getting a complete response submitted on time.
What you will do
- Monitor procurement portals and bid boards for relevant solicitations across state and local agencies.
- Read solicitations closely and build the compliance matrix that maps every requirement to a response section.
- Manage the proposal calendar backwards from the due date, including questions deadlines and addenda.
- Draft and assemble non-technical volumes: forms, certifications, references, and administrative submittals.
- Coordinate technical contributors and hold them to the internal schedule.
- Maintain a reusable content library and keep it current rather than stale.
What we are looking for
- Three or more years in proposal coordination, bid management, or public procurement response.
- Demonstrated attention to compliance detail, where a missing form is fatal.
- Strong writing and editing under a fixed deadline.
- Comfort with procurement portals and electronic submission systems.
- Ability to chase contributors without alienating them.
- Organisation that holds up when three bids close in the same week.
Helpful to have
- Experience with California state or local procurement.
- Familiarity with cooperative contracts and teaming arrangements.
- APMP membership or certification.
- Background with a small business pursuing public work.
