Orange County

Orange County is densely incorporated, with a large number of cities in a relatively compact area, alongside the county government, regional water and sanitation agencies, transportation authorities, and a substantial higher education presence.

Residents here expect digital services that work, and agencies feel that expectation directly. Much of the technology work is resident-facing: permitting and licensing portals, payments, service requests, and accessible multilingual content. Behind them sit the integration and data problems that come from many adjacent agencies running similar systems from different vendors, and from regional agencies that must coordinate across dozens of member cities.
