Shared IT services and joint powers authorities

How small agencies pool technology through shared services, and what makes those arrangements work.

Small agencies cannot each staff a full IT department. Shared services let them pool resources, whether through a county providing services to cities, a joint powers authority formed for the purpose, or informal cooperation.

Models

County-provided services. The county's IT department serves cities and districts under agreements, often for infrastructure, email, and help desk.

Joint powers authority. Member agencies form a separate entity, governed by a board of member representatives, that provides IT or a specific function such as dispatch or GIS.

Lead agency. One agency hosts a system, such as a permitting platform, and others use it under agreement.

Cooperative procurement. Agencies buy together without sharing operations.

What is commonly shared

Network and data center infrastructure, email and collaboration, help desk, cybersecurity monitoring, GIS, dispatch, and enterprise applications.

What makes it work

Clear agreements. Services, service levels, costs, cost allocation, governance, and exit terms in writing.

Governance. A body where members have a voice in priorities and budgets.

Cost transparency. Members see what they pay for and why.

Security consistency. Shared infrastructure means shared risk; one member's weak practices affect all.

Identity design. Multi-agency identity and access is technically challenging and must be designed deliberately.

Technology considerations

Multi-tenant architecture that keeps each agency's data separate. Identity that supports multiple agencies. Reporting per member. Segmentation that contains incidents.

Where a technology firm fits

Designing multi-tenant environments, identity architecture, security programs that span members, and the systems integration that shared platforms require. Also fractional technical leadership for authorities without their own.
