Mail Preparation and Postal Logistics
Address hygiene, presort, and the postal mechanics that decide what an agency mailing costs and whether it arrives.
What this covers
Mail preparation and postal logistics is the work between a finished document file and the moment the Postal Service takes custody: address standardization, move update processing, presort, barcoding, the postage statements USPS requires, acceptance, and handling undeliverable returns.
Most of it is data work. The addresses come out of a utility billing system, a tax roll, a court case management system, a voter file, or a permit database, each carrying unit numbers in the wrong field and customers who moved years ago. What a mailing costs, and whether it arrives, is mostly decided by that file.
The buyers are departments that mail on a cycle or against a deadline: utility billing, the tax collector, finance, court administration, the clerk and recorder, elections, and health and human services. Postal scope is usually bundled into a print and mail contract, but it is worth specifying on its own, because that is where the money is.
Typical activities
- Address standardization and validation. Addresses are matched against current postal data using software certified under the Coding Accuracy Support System, which assigns ZIP+4 and delivery point codes and flags records that will not match.
- Move update processing. The file is run against change of address data, commonly NCOALink, under a signed acknowledgement naming the agency as list owner. Discounted postage carries a move update requirement whose methods and timing USPS sets.
- Presort and class selection. Sorting by destination depth sets which discounts apply. Where a statute requires first-class mail, presort discounts exist inside that class, so cutting postage does not require a slower class.
- Barcoding and visibility setup. An Intelligent Mail barcode goes on each piece, and unique serial numbers tie a piece to an account or case number and to its processing scans. Design that mapping before the first mailing.
- Commingling and entry point decisions. Combining with other mailers' volume, or entering mail nearer its destination, reaches finer sort levels and better rates, and both cost lead time a fixed notice date may not have.
- Postage funding and permit arrangement. Mailing under the agency permit or a provider's sets who holds the postage account and how funds are advanced and reconciled.
- Undeliverable and return mail handling. Ancillary service endorsements decide whether a piece is forwarded, returned, or only corrected, at different costs. Returns are captured with reason codes and written back to the source system, or the same bad address mails again next cycle.
- Acceptance and proof of mailing. The date of deposit is recorded with the qualification report, the postage statement, and any certificate or affidavit the notice requires.
What you receive
- A corrected, coded address file your system can load, with a quality report showing match results, unmatched records, and vacant flags.
- Move update documentation naming the method used and the date processed.
- A presort qualification report and postage statement for each mailing, showing the categories claimed and postage paid.
- A per-piece file linking barcode serial numbers to your account, parcel, or case identifiers, with the associated scan data.
- Mailing documentation recording the date of deposit and acceptance, with a certificate or affidavit of mailing where required.
- A returns file listing pieces that came back, with reason codes, formatted for system ingestion.
Considerations for public agencies
The date of mailing is often the legally operative fact. Deadlines for tax bills, assessment notices, delinquency letters, and hearing notices commonly key on the date a notice was deposited in the mail, not the date it arrived, which puts the acceptance record and a signed statement of mailing in the case file. Where a statute names a method, such as certified mail, it governs regardless of cost, and counsel should confirm what applies.
Tracking data is not proof of delivery. Intelligent Mail scan data shows that pieces moved through processing, which helps predict arrival. It is not the evidence a certified or return receipt service produces and should not be offered as proof of service.
Mailing lists are sensitive records. Utility account data, court records, voter files, and health program lists carry protections that vary by state, and many states run address confidentiality programs whose participants require specific handling. Contract language should limit use of the file to the mailing, bar appending or resale, and require return or documented destruction.
Postage dominates the cost. Postage is generally a pass-through and usually exceeds the production charge. Evaluate per-piece service fees separately, ask how presort and commingling savings are passed back, and settle who funds postage and who holds unused balances at term end.
Rules change, and the paperwork is a record. Mailing standards, qualification criteria, and prices are revised through the Domestic Mail Manual and Federal Register notices, so verify a specification against current USPS requirements before a solicitation goes out. Postage statements, qualification reports, affidavits, and scan extracts fall under state retention schedules, so decide which the agency holds itself.
Working with HQT on this
HQT works the postal side of agency mail as a data and rules problem: address quality in the system of record, presort and class decisions that fit the statute governing the notice, scan data mapped back to accounts, returns written back where they belong, and proof of mailing that survives a records request. An engagement starts with a sample extract and the statute that sets the deadline.
Frequently asked questions
Is there a postage discount for state and local government mailers?
There is no general government rate. Agencies mail at commercial prices and earn the same workshare discounts other mailers do for presort, barcoding, address quality, and entry closer to the destination. Reduced nonprofit prices have narrow eligibility rules and are not available simply because the mailer is a public body. Confirm eligibility and current prices against USPS requirements before building a budget around them.
If a statute requires first-class mail, can we still presort to save money?
Presort is a sorting and pricing structure inside a mail class, so first-class mail presorted is still first-class mail. What changes the legal character of a mailing is moving it to a different class or a different service, not sorting it more finely. Have counsel read the exact wording of the statute, because some provisions name a class, some name a method such as certified mail, and some specify how proof of mailing must be made.
What actually serves as proof that a legal notice was mailed?
That depends on what the governing statute or court rule requires, and it is a question for counsel rather than for a mail specification. In practice the record usually consists of a declaration or affidavit of mailing, the version of the address list used, the presort qualification report, the postage statement, and the acceptance date, and where the statute calls for certified mail or return receipt service, that service has to be used. Barcode scan data can corroborate handling but is not delivery evidence.
Should the postage permit be in the agency's name or the vendor's?
Both arrangements are used, and the choice is about control and accounting rather than postal rules. An agency permit keeps the postage account, the postage statements, and the discount pass-through in the agency's name, but it requires advancing funds and reconciling the account. A vendor permit simplifies internal processing because postage arrives as an invoice line, but discount transparency and unused balances then become contract terms you have to write.
Why do we keep mailing to addresses we already know are bad?
Usually because returns never reach the system of record. The endorsement printed on the piece determines whether you get the piece back, a corrected address, or nothing, and whatever comes back has to be captured as data and applied to the billing, tax, or case system. Running address coding and move update processing on every cycle rather than once also matters, since both expire and the population keeps moving.
