Why we started HQT

A short account of who we are, what we are trying to build, and why we chose state and local government.

HQT is a group of software and technology practitioners in San Diego. Most of us have spent our careers building and running systems in industry. We started HQT because we think public agencies deserve the same quality of engineering that well-funded private companies get, and because we wanted to do that work directly rather than through layers of management.

Why state and local

Federal contracting gets the attention, but the systems that touch people every day are run by cities, counties, states, school districts, and special districts. Those agencies have small IT teams, aging applications, and real constraints on budget and procurement. They also have clear missions. That combination appeals to us.

What we bring

People who have done the work in every capability area we offer, engineering practices written down and followed, and a preference for engagements scoped so that they are delivered completely. We would rather do a defined project well than an oversized one poorly.

What you will find here

This blog is where we write about the work: engineering practices we believe in, security topics agencies ask about, lessons from modernization projects, and occasionally what it is like to build a company in this space. The Articles section holds longer reference pieces on contracts, sectors, and technologies.

If any of this is useful to you, we would like to hear from you.
