Intelligent document processing: turning forms and PDFs into data

How agencies extract structured data from applications, invoices, and scanned records with modern document AI.

Agencies receive enormous volumes of documents: permit applications, benefit forms, invoices, inspection reports, correspondence, and scanned archives. Intelligent document processing uses optical character recognition, layout analysis, and language models to turn them into structured data that systems can use.

What changed

Older capture tools required templates for each form layout and broke when forms changed. Current document AI reads a document the way a person does, finds the fields by meaning, and handles variation in layout, handwriting, and scan quality far better.

Typical uses

  • Intake of applications submitted as PDFs or paper, into permitting and licensing systems
  • Invoice capture into accounts payable with matching to purchase orders
  • Digitizing archived records with searchable text and extracted metadata
  • Classifying incoming mail and correspondence and routing it
  • Extracting data from inspection and incident reports for analytics

Accuracy and review

Extraction is probabilistic. Each field comes with a confidence score, and the workflow routes low-confidence fields to a person for verification. Over time, verified results are used to measure and improve accuracy. Agencies should expect near-complete automation on clean, typed documents and meaningful but partial automation on handwriting and poor scans.

Data handling

Documents contain personal information. Processing should occur within an approved boundary, retention should follow the records schedule, and the extracted data should carry the same access controls as the source document.

Integration

The value comes from delivering structured data into the system of record through its API, not from a spreadsheet export. Integration and exception handling are where most of the engineering effort goes.

What to ask vendors

Accuracy on your documents, not a benchmark; how confidence is exposed; how the review workflow works; where processing happens; how new document types are added; and what happens when the form changes.

Where HQT fits

Designing the workflow, integrating extraction with systems of record, building the review interface, and measuring accuracy over time.
